Purpose The University of Mosul affirms its deep commitment to creating equitable educational opportunities for all students, particularly those facing financial hardship. This policy seeks to ensure that students from low-income backgrounds are not only admitted but also empowered to complete their degrees successfully. By setting clear graduation targets and removing financial, academic, and social barriers, the University aims to foster a learning environment where every student can thrive with dignity and confidence. 3. Scope This policy applies to all undergraduate and postgraduate students belonging to the lowest 20% of household income groups, as identified through national socioeconomic data. It encompasses all colleges, programs, and disciplines within the University of Mosul. 4. Principles / Commitments Upholding a minimum graduation target of 85% for students from economically disadvantaged backgrounds. Ensuring fairness and equality in educational outcomes, regardless of financial or social status. Placing the student at the heart of the academic mission, with attention to well-being and personal growth. Promoting transparency, accountability, and ethical governance in all implementation stages. Continuously enhancing support mechanisms based on data, student feedback, and evolving needs. 5. Procedures / Implementation Mechanisms 5.1 Graduation Targets The University sets a target of at least 85% completion within the standard study period for low-income students. Academic departments monitor progress and submit semester reports to University leadership. 5.2 Early Tracking and Intervention An early warning system identifies students at risk of academic difficulty or potential withdrawal. Academic advisors design individualized support plans involving mentoring, tutoring, and connection to relevant services. 5.3 Support Services to Enable Completion Financial Assistance: Scholarships, emergency aid, and part-time on-campus work opportunities to ease economic pressures. Housing and Nutrition: Affordable dormitories and meal programs to secure students’ basic needs. Transportation Support: Assistance for students facing commuting challenges. Psychological and Social Support: Counseling, stress management workshops, career guidance, and life skills development. Administrative and Legal Guidance: Help navigating university procedures and official documentation. 5.4 Programs and Initiatives Academic Support: Tutoring centers, study groups, remedial courses, and peer mentoring schemes. Faculty Development: Training programs that foster inclusive teaching and awareness of socioeconomic diversity. Community and Networking: Initiatives connecting students with mentors, alumni, and professional circles to strengthen persistence and belonging. 6. Responsibilities Deanship of Student Affairs: Holds primary responsibility for overseeing student support systems and monitoring progress. Colleges and Departments: Implement academic retention strategies and ensure continuous engagement with vulnerable students. University Administration: Allocates resources and coordinates institutional efforts in line with the University’s mission and strategic priorities. 7. Monitoring and Evaluation Annual graduation reports disaggregated by program and income level to track performance and equity outcomes. Surveys and focus groups to assess the real impact of support programs on student experience and success. Policy review every three years to adapt to economic, academic, and social developments. 8. Periodic Review This policy shall be reviewed at least every three years, or earlier if changing circumstances—economic, legislative, or social—demand revisions. The purpose of each review is to ensure the policy remains effective, relevant, and aligned with the University’s long-term goals. 9. Alignment with the Sustainable Development Goals This policy contributes directly to: Goal 4: Quality Education – by ensuring fair access and successful completion for students of all economic backgrounds. Goal 10: Reduced Inequalities – by empowering low-income students to overcome systemic barriers to higher education.
