Purpose / Objective The University of Mosul believes that its academic and research mission can only be achieved in an environment governed by integrity and transparency. This policy aims to establish a solid institutional framework that prevents all forms of bribery and corruption, safeguards the University’s reputation as a beacon of knowledge, and strengthens the trust between the University and the community it serves. 3. Scope This policy applies to all University members, including academic and administrative staff, students, contractors, suppliers, and any third party representing or dealing on behalf of the University. It covers academic, research, administrative, financial activities, contracts, and both local and international partnerships. 4. Principles / Commitments The University’s strict commitment to a zero-tolerance approach towards any form of bribery or corruption. Full compliance with national laws and international agreements related to anti-corruption. Promotion of an institutional ethical culture grounded in integrity, fairness, and social responsibility. Ensuring equal and just treatment for all individuals, free from personal interests or unlawful pressure. 5. Procedures / Implementation Mechanisms Disseminating clear instructions to all staff regarding prohibited practices, such as offering or accepting undue benefits, abusing one’s position for personal gain, or overlooking financial violations. Establishing secure and confidential channels for reporting suspected cases of bribery or corruption. Conducting regular awareness and training programs to strengthen understanding of corruption risks and prevention methods. Embedding anti-bribery and anti-corruption standards in employment and procurement contracts. 6. Responsibilities The University Presidency holds the highest responsibility for enforcing this policy and ensuring compliance by all parties. The Legal Department and Internal Audit Office are responsible for following up on reports and conducting investigations. Every employee, faculty member, and student is obligated to promptly report any suspicious practices. 7. Monitoring and Evaluation Preparing annual reports that include the number of reported cases and the actions taken. Conducting regular reviews of the effectiveness of reporting mechanisms and internal controls. Publishing transparent summaries of findings to strengthen trust within the University community. 8. Periodic Review This policy shall be reviewed at least once every two years, or sooner if urgent needs arise that require adjustments in line with new legislation or emerging challenges. 9.
